The press conference held by SIPO on National Patent Development Strategy 2011—2020 on November 11 in Beijing. According to SIPO Deputy Commissioner Gan Shaoning, the development strategy designated to promote China's patent development was designed within framework of the National Intellectual Property Strategy.

Closely around the National IPR strategy, the development strategy explicitly put forward the short term goal and the objective to be achieved by 2015 in nine fields. On the basis of China's current patent development, the development strategy comes up with the strategic objective that China will be a country with higher level of patent creation, utilization, protection and administration by 2020.
