Patents Power High-tech Development

Relying on its own intellectual property, the Dongguang Group is now a key maker of braking systems in Changchun, an auto city in China.

A one-stop site for various intellectual property services, the Intellectual Property Public Service Center at the Changchun High-tech Industry Development Zone was recently sanctioned by the State Intellectual Property Office (SIPO) as a "national-level demonstration and transaction center for patented technologies".

The center offers help with patent applications, assistance in understanding laws and general consultation. It also has a 1,400 sq m facility to exhibit and transact in patented technologies and products.

SIPO recognized the area as a "national-level intellectual property demonstration zone" in June 2007.

A powerhouse for Changchun's economy, the zone is home to a number of high-tech companies, R&D centers, colleges and universities.

Products with intellectual rights now account for more than 60 percent of the total industrial output value in the zone.

Since it was founded in 1991, the zone's administrators have looked to innovation to foster growth by supporting intellectual property service organizations, offering financial assistance, assisting R&D facilities and higher learning institutes and promoting cooperation among production enterprises.

The Changchun Intellectual Property Office now has a branch in the high-tech zone to help enterprises and institutions, as well to assist in drafting technical standards.

To encourage innovation in enterprises, the local government has established a support fund to help companies and institutions commercialize their patented technologies.

It also has large promotional campaigns every year on April 26 for World Intellectual Property Day.

In 2009, the government organized seven training sessions for enterprises, inviting experts to lecture on such topics as intellectual property assets, standardization of patented technologies and venture capital for tech companies. More than 600 people attended the sessions.

To promote the commercialization of technologies, the zone's government recently signed cooperative agreements with the major R&D institutions and higher learning institutes in Changchun to jointly build seven new service centers to offer the latest technology and know-how to production enterprises in the zone.

Fifteen companies in the zone have been included by the Ministry of Science and Technology in the list of "Torch Plan" enterprises, which the ministry helps in promoting technologies and products and in raising capital.
