The State Council announced a circular to boost SME development on September 22, providing 29 measures including IPR pledging to ease loan difficulty, acceleration of technical advancement, structural adjustment and intensification of IPR protection.

Specific measures include: accelerate technical advancement, structural adjustment and intensify IPR protection, support technical innovation and quality improvement; support R & D investment, develop advanced technology, technique, equipment and popular products; improve product quality.
