On April 22, the results of the survey on the IP Cultural Quality of the Chinese People is released in Beijing, according to which, the index of the IP cultural quality of the Chinese people is on the medium-low side with Guangdong and Beijing top on the list.
The four-month survey covers all the 31 provinces, municipalities and autonomous regions in China other than Hong Kong, Taiwan and Macao with 15,373 valid feedbacks. The confidence level of the survey reaches 98.6 percent. The survey mainly focuses on Chinese people's awareness and capacity of acquiring and understanding the basic IP information and services, making correct judgments based on the information and services and creating, utilizing protecting and administrating IPRs.
According to the results, the general index of the IP cultural quality of the Chinese people is 42.1, on the medium-low side. The indices vary greatly in different regions with Guangdong and Beijing ranking the top two with indices of 51 and 49.6 respectively. The survey also objectively reflects the outstanding achievements of IP system construction in China with the economic and social development and the status quo of unbalanced IP development.
With plenty of data, the survey results objectively and comprehensively reflect the IP awareness levels, attitudes and demands of various social strata. For instance, only 0.8 percent of the respondents correctly answer all the questions related to IP such as patent right, copyright, trademark, trade secret, right of the new varieties of plants, right of the layout design of integrated circuit, geographical indication, anti-unfair competition, right of scientific discovery and right of design. Of all the IP contents of understanding, a total of 85.9 people surveyed have correct understandings on patent, ranking the top of the list, followed by copyright and trademark right, which are 75.7 percent and 70 percent respectively; only 9.3 percent and 9 percent of people select geographical indication and unfair competition. Meanwhile, 48.2 percent of people surveyed understand that IPR is a kind of property right and 35.2 percent of the netizens have correct understandings on utilizing the products with copyrights on the internet; a total of 61.4 percent of the people are resolutely against piracy.
