Legislative Affairs Office of the State Council recently publicizes the full text of the Amendment Draft of the Implementation Regulations of Patent Law of the People's Republic of China (version for examination) to widely solicit opinions from all walks of life. The deadline of the opinion solicitation is March 31, 2009.

The Draft puts forward suggestions of modifying in nine aspects including: the titles, patent application documents, procedures of patent application and grant, report of patent right evaluation and procedures of request for invalidation , fee charging items and procedure simplification, improvement of compulsory license system, utilization of patent rights, awards to the inventors or designers, protection of patent rights, and regulations on the international application entering the state stage in the existing Implementing Regulations of the Patent Law.
