Premier Wen Reiterates IP Strategy

Chinese Premier Wen Jiabao delivered a government work report at the opening meeting of the second session of the 11th National People's Congress (NPC), in the Great Hall of the People on March 5.

According to Wen, the central government will allocate 146.1 billion yuan to the science and technology sector, up 25.6 percent from last year.  First, accelerate implementation of mid-long term science and technology development plan, in particular those important projects of core and essential general purpose technologies to lead industry transformation and technology upgrade.  Second, deepen science and technology structural reform and make companies play key role.  Third, bolster equipment manufacturing.  Fourth, support new energy, biology and pharmaceuticals, 3G telecommunication, merger of three generations of network, energy saving and environment protection.  Fifth, implement science and technology strategy, talent strategy and IP strategy.  Continue building of the country's innovation system; step up research of basic sciences and cutting edge technology.  Accelerate building of large sci-tech infrastructure and public platform.  Attract overseas talent, step up standard of IP creation, use, protection and management.
