Recently, Ministry of Science and Technology, Ministry of Finance and State Administration of Taxation issue a circular, clearly requiring that departments of science and technology, finance and taxation in various regions should continue to validate enterprises' core IPRs granted within three years (as of the date of application) while confirming hi-tech enterprises.

According to the circular, agency should issue special audit reports strictly according to the Measures on Hi-Tech Enterprise Confirmation and Management, Guide of Hi-Tech Enterprise Confirmation and Management and related requirements of the state in terms of special audit. The three departments will formally use the unified format of special audit report in hi-tech enterprise certification next year, and the audit reports that have been issued this year are unnecessary to be reissued.
