(Xinhua News Agency) Wen Jiabao, Member of the Standing Committee of the Political Bureau of CPC Central Committee and Chinese Premier inspects some small and medium-sized enterprises (SMEs) in cities such as Guangzhou, Shenzhen, Dongguan and Foshan on November 14-15 and talks with leaders, technicians and frontline workers to know about the situations of SMEs' production and operation and listen to their opinions and suggestions. He points out that SMEs should make efforts to adjust structures, transform the development modes and accelerate independent innovation for new development enthusiastically, actively and creatively.
Mr. Wen points out that facing the impacts of the financial crisis, enterprises in the entire Pearl River Delta are dull in production and operation. But Shenzhen is in a better position because the city conducts industrial upgrade and independent innovation at an earlier date. Thanks to its well preparation to the financial crisis, Shenzhen has the capacity to cope with it. This is an extremely important experience. The resource of a region is limited, but people's innovation capacity is limitless. Mr. Wen also inspects some enterprises in Foshan such as Galanz Enterprise Group Co. Ltd., Guangdong Vanward Group Co. Ltd. and Foshan NationStar Optoelectronics Co. Ltd. Thanks to their long-term efforts of independent innovation, these enterprises have their own IPRs and core technologies, thus gaining comparatively stronger emergency response and anti-risk capacity while facing the impacts of the financial crisis. Mr. Wen encourages them to actively explore domestic and international markets, especially the domestic rural markets in accordance with the guideline of increasing the domestic demands.
Mr. Wen stresses at the symposium of some enterprises and guild leaders of the Pearl River Delta held in Dongguan on the night of November 14 that efforts should be focused on the work in the following aspects: first, pragmatically resolving the difficulties in the financing of SMEs, and financial institutes should specially meet the demands of operating funds of enterprises with large market shares, advanced technologies and promising developing perspectives that are in line with China's industrial and environmental protection policies; second, strengthening supports in finance and taxation for them, and efforts should be made to further expand the special funds for SMEs development in the Central Government budget so as to increase financial supports to SMEs in loan guarantee, structural adjustment, energy saving and pollution reduction, technological innovation and participating in international market competition; third, supporting SMEs to initiate industrial transformation and structural optimization and upgrade, and opportunities should be grasped to adjust enterprises' product and market structures, encourage SMEs to develop toward the direction of specialized, new, unique and sophisticated operation and improve their market competition and anti-risk capacities according to the market rules and market demands. fourth, strengthening and improving services to SMEs, and services in the aspect of technological innovation should be strengthened to accelerate the establishment and improvement of social service system for SMEs.
