Liu Binjie, Director of the General Administration of Press and Publication (GAPP) and the National Copyright Administration of China (NCAC) meets with Hain Verbruggen, Chairman of the International Olympic Committee (IOC) Coordination Commission for the Beijing 2008 Olympic Games on August 21. On behalf of the IOC, Chairman Verbruggen speaks highly of China's efforts against Olympics-related piracy. He believes that Chinese Government's notable anti-piracy work lays solid basis for the success of Beijing Olympic Games, setting an example for the world in the campaign against Olympics-related piracy.
Mr. Verbruggen notes that fighting against illegal relay is a challenging but very important work. Thanks to the high importance and the active efforts of the NCAC and other related departments, China has made outstanding achievements in anti-piracy work. According to the automatic monitoring of the IOC, more than 90 percent of the cases of illegal relay occur outside China, and all the right-infringement activities in China have been promptly and effectively deterred.
Mr. Liu expresses his thanks to IOC's supports to Beijing Olympic Games and the positive comments to Chinese Government's work of copyright protection. He says that protecting Olympic copyrights is the necessary condition to hold a successful Olympic Games. As Olympic spirits are the common fortune of the human race, we have the responsibility and accountability to protect them.
During the meeting, Mr. Liu introduces in detail Chinese Government's work in protecting copyrights and Olympic IPRs in recent years. China has established a complete set of IPR protection system within merely more than 10 years and formulates the Regulations on Olympic IPR Protection in 2002. During the whole process of preparing Beijing Olympic Games, Chinese Government attaches great importance to Olympic IPR protection and takes many measures in this regard. In order to ensure a smooth process of relaying Olympic events and related activities, related departments such as NCAC, Ministry of Industry and Information Technology and State Administration of Radio, Film and Television jointly establish a working group to combat Olympics-related piracy and make great efforts in establishing a quick response system through integrating resources from various parties. The working group works all day round for monitoring and deletes pirated information at the shortest period of time according to the quick response system once discovering any illegal relay of Olympic events. For instance, the working group uses only more than 20 minutes to deal with a case after discovering. The system has played its corresponding role with outstanding achievements. Up to date, the working group has dealt with 200 complaints against 97 websites.
