The 2008 BIBF International Copyright Trade Seminar is recently held by the National Copyright Administration of China (NCAC) in Beijing. Liu Binjie, Director of the General Administration of Press and Publication (GAPP) and NCAC delivers a keynote speech at the opening ceremony, summing up the achievements and deficiencies of the work of copyright trade in recent years from strategic and macro high, profoundly analyzing the situation and missions of the current copyright trade and making deployment to the next-step work of strengthening copyright trade. Yan Xiaohong, Deputy Director of GAPP and NCAC presides over the seminar.
Mr. Liu puts forwards requirements in six aspects to China’s copyright trade from the government aspects: Carefully implementing the Compendium of China National IP Strategy; fully carrying out the national project of encouraging copyright creation; constructing a great platform for copyright trade; increasing the efforts of policy support; improving copyright public service system; and breaking the old regime to liberate productivity.
Mr. Liu points out in his report that the construction of China’s copyright system and the development of the country’s copyright trade become increasingly faster thanks to the constant deepening of China’s reform and opening up to the outside world, achieving progresses in four aspects: Copyright trade deficit is narrowing down; trade scope is expanding with an increasing number of traders participating in; trade environment is undergoing a great change with copyright trade policy becoming more preferential; and publishing units are deepening their understanding to copyright trade and are attaching greater importance to it. However, problems such as small quantity, low quality and no trade normality formed still exist in current copyright trades.
Mr. Liu points out that copyright is a broad concept covering press and publication, literature and art, radio, film and television product, computer software, project design, building appearance and other areas. It is not limited only to publishing industry. Meanwhile, the functions of copyright trade are not limited to cultural spreading; its functions and roles should include three aspects: encouraging innovation, promoting industrial development and “going global”.
He points out that copyright trade is a strategic issue of cultural innovation, development and going global, instead of a technical issue. Meanwhile, it is also the productivity of developing publishing industry and international competitiveness of improving cultural product. Through copyright trade, strong publishing enterprises can gain further development and China’s high-quality cultural products can find their respective positions in the international market. All these can help improve the competitiveness of Chinese culture in the international market. Strategically, the mass development of China’s copyright trade will further promote the realization of the goal of global cultural diversification.
In 1998, NCAC initiated the BIBF International Copyright Trade Seminar, aiming to lift the internationalization level Beijing International Book Fair (BIBF) and, on this basis, promote the deepening development of China’s copyright trade. The seminar invites experts and scholars at home and abroad to discuss topics such as how to utilize the international book fair to launch copyright trade. Experts who have the experiences of successfully planning copyright export and import illustrate the detailed process of book copyright trade. More than 200 representatives from publishing units nationwide attend the seminar.
