Information from www.gov.cn says that Chinese State Council recently issues the Main Points of Government Work of 2008 (hereafter referred to as the Main Points), figuring out the whole year’s main tasks of Chinese government. According to the document, the National IP Strategy is scheduled to be carried out to optimize and upgrade industrial structure and the construction of national innovation system，and encourage exports of products with independent IPR and brands.

The Main Points notes that efforts should be made to carry out the National IP Strategy, further strengthen the construction of legal system for patent, deepen the work of IPR macro management, pushing forward the construction of IP informationization and condition guarantee to improve the comprehensive capacity of patent examination, and intensify talent construction in IP sector to further promote IP international cooperation and exchange.

The information also indicates that measures should be taken to optimize and upgrade the industrial structure, sincerely implement the outline of the national long and medium-term science and technology development plans, promote construction of the national innovation system, accelerate the change of foreign trade development mode and encourage exports of products with independent IPR and brands.

The Main Points consist of 10 aspects with 57 sub-fields. The State Council requires various departments and units to fully implement these points, carry out the scientific outlook on development with high responsibility, and conduct work earnestly so as to ensure the development goal of this year’s economic and social development.
