On March 5, at the First Session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), the State Development and State Development and Reform Commission, authorized by the State Council, submitted a report on the work concerning the plan of national economy and social development in 2007 and on the draft of work plan in 2008, Xinhua said. The report states eight key tasks and measures on the development of Chinese economical society in 2008, such as enhancing IPR protection, developing high-tech industry, advancing industry to become stronger, improving independent innovation, upgrading construction of the industry and market competitiveness, and so on.

According to the report, in 2007, Chinese economy maintained a sound development trend in general, such as high-speed economic increase, optimized construction, improved economic benefits and people's livelihood. Progress has been made on reform of economic structure; the capability of independent innovation has been strengthened; remarkable achievement on reform of industrial structure has been gained; and the market share of high quality and high ended value products has been enlarged. For example, 16 national major technological projects were conducted smoothly; the 3rd innovation program has been initiated; the implementation of such state technological programs as "863" and "973" was speeded up; researches of basic science, advanced technology, and social public interest technology have been strengthened.

On the part stating eight key tasks and measures concerning national economic social development in 2008, the report calls for to promote independent innovation, upgrade industrial construction and market competitiveness, enhance IPR protection, further develop high-tech industry, advance industry to become stronger, quicken the pace of independent innovation and reform of traditional industry, as well as to support the development of big enterprises group owning international competitiveness.

The report clarifies the general requirement and main tasks of Chinese economic social development in 2008. For example, the report requires to further upgrade the quality of economic growth, further improve the economic structure, speed up the development of the tertiary industry, increase the proportion of high-tech industry in national economy, as well as to raise fund on research and test to 1.6% of GDP.

Moreover, the report says, on the basis of optimizing structure, increasing benefit, decreasing consumption and protecting environment, to work hard to maintain GDP growth at the level of around 8%.
