Premier Wen Stresses on IP Strategy to Promote Independent Innovation in His Report to the Congress

On March 5, Chinese Premier Wen Jiabao said in his government report to the 1st plenary session of 11th National People's Congress,  that China will implement National IP Strategy, and insist on taking independent innovation as a key role in the current transmission of development way.

In his review of China social and economic achievement in the past five years, Wen said that China has made a comprehensive arrangement to its science and technology, and many key projects have finished or been going smoothly. Basic science and new technology research have been enhanced, and brought about a number of new competitive products of independent IPRs. Construction of technical innovation system with enterprises as mainstay has been in progress and contribution from scientific and technological innovation to social and economic development. "Special remediation for product quality and food safety achieved significant results, while IPR protection has bee enforced," Wen continued, "China has also cracked down on the production and sale of counterfeit goods, commercial fraud, pyramid schemes, including pyramid schemes in disguised forms, infringement and priacy."

In 2008, the Premier said, China will continue push forward independent innovation as main part of economic transmission, fully implement National IP Strategy and National Middle-and-Long Term Science and Technology Outlook, and start some key projects such as large-size plane, water pollution control and development of some big oil and gas fields.

China will further encourage exports of those products with independent IPR and brands, upgrade exports' quality and added-value, he said.
