Six ministries issued the Policies to Encourage DTV Industry Development, giving strong support to the development of digital TV, and highlighting areas where telecom and broadcasting players can converge. The 6 ministries include the National Development and Reform Commission (NDRC), Ministry of Science and Technology (MOST), Ministry of Finance, Ministry of Information Industry (MII), State Administration of Taxation, and State Administration of Radio, Film and Television (SARFT). The Policies support self-generated IPRs relating to DTV and call for measures to protect them.
Authorities are required to strictly enforce pertaining laws such as the Chinese Patent Law and penalize IPR infringement during DTV equipment making, R&D and application. Industry guilds, chambers of commerce and companies are to be motivated to be an important part of relevant standard setting. Proper IPR licensing mechanism shall be established and maintained for all stakeholders, namely-DTV patent holders, copyright holders, equipment makers, content providers and network operators.
