On January 14, 2008, the Ministry of Culture as well as other six ministries jointly initiated a "Sunshine Project" in Beijing for promoting the National Karaoke Content Management and Service System so as to improve IPR protection and enforce the public security information system in the places of entertainment.

The project consists of following parts: publicizing ideas of IPR protection and legal operation in entertainment businesses; promoting popular songs of good words, beautiful music and favored by the people; choosing model places of entertainment which are of clean and safe environment, good equipment and service as well as high IP reputation; formulating and implementing National Standard of Management and Service in Entertainment Places so as to guarantee to provide qualified service to consumers, to use legal audio-visual products, to have their own specialties and to turn out several well-known entertainment enterprises; establishing National Karaoke Content Management System in order to enforce the supervision of operation of a entertainment place and improve IPR protection; and calling for professional autonomy in entertainment industry while well-coordinating supervision of each government department with a purpose to set up a long-term and effective supervision mechanism.
