Recently, the National Development and Reform Commission (NDRC) issued a notice regarding policies supporting the innovation of small and medium-sized enterprises (SMEs). The policies listed into the notice regarding supporting innovation of SMEs, were jointly formulated by 12 competent departments, such as NDRC, SIPO and so on, aiming to support technological innovation of SMEs.

The notice points out that, the support should be conducted from four aspects, including inspiring independent innovation of enterprises, strengthening investment and financing to technological innovation, establishing service system for technological innovation, as well as completing guarantee measures.

The notice stresses to enhance IPR service and management, to encourage invention and standard formulating, to speed up information construction of SMEs, and to encourage financial institutions to actively support technological innovation of SMEs.

To carry out the CPC Central Committee and the State Council Decision on Implementing the Outline of Technology Development and Strengthening Independent Innovation Capability, of independent innovation, and the Notice of the State Council on Encouraging, Supporting and Leading the Development of Non-public Economy, 12 relevant government departments, according to the associated policies of the Outline of the National Medium-and-Long-Term Development Plan of Science and Technology (2006-2020), jointly formulated the policy, which are NDRC, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Personnel, People's Bank of China, General Administration of Customs, State Administration of Taxation, China Banking Regulatory Commission, National Bureau of Statistics, State Intellectual Property Office, and Chinese Academy of Sciences.
