Supporting Policies to be Issued by Five Ministries and Commissions to Promote SME Development and Improve IPR Protection System

Sources from the fourth China International Small and Medium Enterprise Fair held in Guangzhou recently show that the five ministries and commission under the State Council including the National Development and Reform Commission (NDRC), Ministry of Finance and the State Administration for Industry and Commerce (SAIC) will successively issue supporting policies to promote the development of small- and medium-sized enterprises (SME) and improve IPR protection system.

According to Ou Xinqian, Vice Minister of NDRC, China will continue to implement the Law on Promotion of Small- and Medium-Sized Enterprises and strengthen its governmental supports, guidance and services on the basis of bringing the roles of market mechanisms into full play. Chinese Government will intensify its policy supports to SMEs in the following aspects:

First, liberalizing and standardizing the market access of SMEs. Measures will be taken to improve the environment for business startup, accelerate the reform of monopoly industries and encourage, support and guide SMEs to participate in state-own enterprise reforms and enter the sectors of financial services, public utility construction and basic infrastructure construction. SMEs and social funds are allowed to enter the important sector of mineral resource mining in capital form.

Second, improving financial services to promote the construction of SME credit system. Measures will be taken to improve the operation of SME board at the stock market to expand SMEs' direct financing channels.

Third, further supporting technological innovation and talent development and improving IPR protection system to stimulate SMEs' enthusiasm in business startup and technological innovation.

Fourth, strengthening the SMEs' socialized service system and gradually establishing SME supervision system to timely publicize industrial policies, development plans, investment focuses, market demands and other information related to SME development. This will guide them to develop healthily.

Zhong Youping, Vice Minister of SAIC, noted that China's industry and commerce departments will continue to support the sustainable, rapid and healthy development of individual and private economy with measures including constantly improving the legal system of registration and supervision of individual and private economy, reforming traditional registration methods to improve service quality, actively launching the reforms of administrative examination and approval system, promoting the transparency of administrative affairs to standardize law enforcing activities, and extensively promoting civilized activities to guide the owners of individual and private enterprises to operate in civilized and honest manners.

Wang Zhaoxing, Assistant Chairman of the China Banking Regulatory Commission (CBRC), said that his commission will further optimize small-sized enterprises' external financing environment with measures including accelerating the construction of credit information system of small enterprises to provide valid credit information for further promoting small enterprises' financing works, standardizing agencies' fee charging system during small enterprises' loan application in a unified manner to reduce small enterprises' external costs, making efforts to foster multi-level financing markets for small enterprises to gradually establish a comparatively complete financing service system, offering preferential policies to those national commercial banks that do well in small enterprise loan business by allowing them to expand mechanisms and networks, and allowing those local legal-person banking and finance institutes that do well in small enterprise loan business to expand mechanism and network to other regions.

According to Zhang Hongli, Vice Minister of Finance, his ministry will continue to improve fiscal policies, changing its working style from equally supporting various sectors to stressing on some key sectors, from supporting single project to strengthening environmental construction, from direct support to indirect guidance and from helping the poor to fostering market competitiveness. Measures will be taken to gradually establish fairer competition environment to create conditions for SMEs and large enterprises to compete on equal footing. Larger market space will be offered to create business opportunities for SMEs and efforts will be made to encourage trainings for SME owners to improve their operation and management levels.

Wang Xinpei, Spokesman of the Ministry of Commerce, indicated that his ministry will devise measures to support enterprises' innovation capacity and supply more public services, encouraging SMEs to explore international markets and lift their competitiveness.
