Recently, the General Administration of Press and Publication, the Ministry of Public Security, the State Administration of Industry and Commerce and the Ministry of Information Industry jointly issued the Circular on Standardizing Internet Printing Business (hereafter, the Circular), requiring all Internet portals involving in Internet printing business to consciously protect intellectual property rights, preserve the legal rights of the copyright holders and not to supply services that violate the intellectual property rights.
With the rapid development of China's digital printing industry, the Internet portals that supply Internet printing business are becoming recognized and popular because they can provide instant, long-distance and personalized printing services. The state supports legal development of such services and encourages them to produce healthy and high-quality products. The 11th Five-Year Plan for the Press and Publishing Industry clearly encourages the development of instant, efficient and personalized printing services. The Circular means to further promote the healthy development of digital printing industry and standardize the business activities of Internet printing services.
