Recently, the Publicity Department of CPC Central Committee, Ministry of Justice and other three ministries and commissions jointly issued the Circular on Strengthening Legal Publicity for Beijing Olympics. According to the Circular, measures should be taken to publicize related laws and regulations to all citizens, make the publicity of laws and regulations related to Beijing Olympics a key part of the legal publicity and education program in 2007-2008, and strengthen the publicity and education of laws and regulations closely related to the organizing work of Beijing Olympics in the fields of social security, traffic security, IP protection and city environment.

The Circular stresses the importance of publicizing the spirit of legalities and laws and regulations related to Olympics, introducing Chinese Government's international obligations in holding Olympic Games, briefing on the rules of Olympic Games and international practices, publicizing laws and regulations of IP protection related to Olympics and making known to all citizens the laws and regulations on legally using Olympic symbol and punishment to violators.

The Circular requires highlighting the key points and publicizing related information universally during the process. As 2008 Olympic Games will be held in Beijing, the city should publicize related laws and regulations to all citizens, make the publicity of laws and regulations related to Beijing Olympics a key part of the legal publicity and education program in 2007-2008, and strengthen the publicity and education of laws and regulations closely related to the organizing work of Beijing Olympics in the fields of social security, traffic security, IP protection and city environment. Measures should be taken to educate and train the people living around Olympics venues, Olympic volunteers and staff of Olympics preparation and organization to improve the legality level of Olympics organizing works, strengthen the publicity work of legal information related to Olympics among the grassroots city communities and citizens, integrate legal publicity and education into the mass sports activities to raise Beijingers' legal consciousness and promote the development and prosperity of mass sports activities according to laws, and give priority to the trainings of related governmental departments, Beijing Organizing Committee and social service and guarantee units' abilities in organizing and providing services for Beijing Olympic Games according to laws to establish a sound legal and social image.
