On June 13, 2007, the Press Conference for the Protection of Olympic Intellectual Property and Anti-Recessive Market was held at the Beijing Olympic News Center.  Chen Feng, Deputy Director of the Department of the Market Development of the Beijing Organizing Committee for the Games of the XXIX Olympiad (BOCOG) met with the press and answered the questions raised by the correspondents.

Chen said that the development of the market and the protection for the rights and interests of the cooperative enterprises of the Beijing Olympic Games is of great significance.  Efforts must be made to enable the cooperative enterprises to get the maximum commercial benefit through Olympic intellectual property and safeguard the value of the Olympic name-brands.  In this way can we protect the enthusiasm of the cooperative enterprises for their support to the Beijing Olympic Games and have stable fund resources for the development of the Olympic Games and the preparatory work of the BOGOC.

In order to help all those present to know more about the issue of guarding against the recessive market and the work done by BOGOC in guarding against the recessive market and protecting the legitimate rights and interests of the supporting businessmen / managers, Chen stated that the recessive market acts mainly refer to those acts either directly or potentially aim at obtaining commercial benefit or using the Olympic indications without authorization.  This includes not only the infringement acts of the Olympic Intellectual property, but also the acts that do not constitute infringement, subject to the readjustment act of moral category.

Chen pointed out that guarding against the recessive market is the requirement of the recessive market in safeguarding the interests of the Olympic cooperative enterprises, also one of the important indications for the successful holding of the Beijing Olympic Games in 2008.  The BOGOC will take measures and implement the work on guarding against the recessive market in all aspects of the preparatory work of the Olympic Games, eliminate the conditions that may produce the recessive market in the preparatory work, crack down the recessive market act that infringes on Olympic intellectual property according to law, strengthen communications and publicity and upgrade the consciousness of the public in guarding against the recessive market, so as to enable the enterprises to use Olympic intellectual property and carry out operation and publicity or manufacture the products having Olympic intellectual property.

Chen also stressed that "not to be engaged in the act of the recessive market, not to purchase or use fake commodities, crack and report on the act of the recessive market is an energetic support for the protection of Olympic intellectual property, also a contribution to the successful holding of the Beijing Olympic Games." He called on the people to self-consciously resist the recessive market.

It is learned that in order to meet the special requirements for the protection of the Olympic intellectual property, the "Regulations for the Protection of the Olympic Indications" was promulgated by the State Council.  Pursuant to China's commitment for the application and holding of the Olympic Games and the stipulations contained in the "Contract on the Sponsoring City", the "Regulations of Beijing Municipality for the Protection of Olympic Intellectual Property" was also promulgated by the Beijing Municipal Government.  The promulgation of these administrative laws and regulations as well as the rules enables China to intensify its efforts in the protection of Olympic intellectual property on the basis of its former protection for the intellectual property.
