The State Council recently issued its Work Priorities in 2007. These Work Priorities listed its 60 priorities in thirteen areas in 2007, with IP as its dedicated work. These Work Priorities set forth "(16) To further enhance IP protection, speed up the formulation and implementation of the national IP strategy, establish a more comprehensive legal system for patents, improve the macro-management and public service level of IP, accelerate the building of a patent information search and service platform and raise the comprehensive patent examination capability."
The 14th priority is "to attain the goals set forth in the Outline of the National Program for the Long- and Medium-Term Scientific and Technological Development; formulate and implement detailed rules of various policies; improve incentive mechanism for self-innovation; implement fiscal policies and policies for taxation and government procurement that encourage and support self-innovation; speed up the execution of major national scientific and technological projects; foster the independent production of major equipment through completion of key projects and strive to make breakthroughs in key areas where China leads; support foundation building for China's self-innovation; foster basic research, research in cutting-edge technology and research for public benefit."
The 15th priority is to "promote innovation in scientific and technological system; foster the building of the national innovation system; deepen the reform of scientific and technological system; speed up the development of a system for technological innovation in which enterprises play the leading role and which is market-oriented and combines enterprises, universities and research institutes; proactively develop venture capital investment; enhance macro-management of science and technology; build a centralized coordination system for technological resource allocation and planning management; foster the reform of technological evaluation and rewarding system; enhance the budgeting and supervision of funding in science and technology; promote local and industrial technology; continue to implement the action plan for raising public's knowledge in science; take initiatives to respond to climate change by implementing the national anti-seismic and disaster-relief planning, promoting innovation in seismic technology and improving capability-building for anti-seismic and disaster-relief."
The 13th priority on "Further rectify and standardize the market economy order" stresses that the State Council will "continue to focus on dedicated actions on IP protection; steadfastly crack down on various IP infringements and to truly protect the legitimate rights of investors and consumers."
