In 2007 The Chinese Academy of Sciences (CAS) will adhere to the international strategy on scientific and technological cooperation, set up a CAS international cooperation award, and formulate detailed rules for international cooperation in IP protection in order to expand international cooperation in science and technology and upgrade its innovative capacity.
CAS Vice Chairman Chen Zhu said that this year the CAS would commence research into an international cooperative strategy for a "1+10" sci-tech innovation base", conduct in-depth research on strategy, policy and management of international sci-tech cooperation, and establish an incentive mechanism for international cooperation for the purpose of encouraging foreign excellent scholars to launch sophisticated sci-tech cooperation in China.
Chen Zhu said, with a view to bettering macro-management of international cooperation, the CAS is planning to work out and adopt management measures for joint research organizations formed by the CAS and foreign counterparts. Besides, management rules will be laid down for the long-term research of foreign scholars in China. Necessary detailed rules will also be formulated for IPR protection in international sci-tech cooperation.
According to introduction, the CAS has in recent years chalked up remarkable achievements in major international cooperation projects and explored new ways of international sci-tech cooperation, for instance, the CAS has won over 60 key projects for international cooperation designed by the Ministry of Science and Technology at the total expenditure of RMB250 million, making up as much as 39% of the total earmarked by the ministry for international cooperation projects. Meanwhile, 82 Chinese-foreign joint research institutes of different types were established, involving nearly 20 scientifically advanced countries, including Germany, the U.S., France and the U.K.
