The other day the State Development and Reform Commission released it 11th Five-Year Plan for Building up Basic Capacity of Self-renovation (2006-2010). The Plan includes four areas: current situation, guiding thought and construction goal, general planning and major projects, and guarantee measures which involve the building up of China's self-renovation basic capacity during the 11th Five-Year Plan period. It has also formulated specific measures to build up a host of enterprises that have their own IP rights and brand products competitive internationally.  

At present, economic globalization has posed both opportunity and challenge in respect of building up China's self-renovation basic capacity. It has also accelerated the process of flow of renovation elements and the adjustment of international industrial structure as well as the integration of Chinese economy with world economies so that we are able to make better use of global resources of science and technology to increase the self-renovation capacity of our country. At the same time, renovation capacity is getting to be a focus for international competition, developed countries with the advantage of science and technology are further intensifying IP protection, actively maintain their position of technological monopoly, therefore, how to effectively safeguard one's own interests, the security of its local industries and increase their self-renovation capacity has become a challenge that all countries, developing ones in particular, have to face.

The Plan further sets clear that during the 11th Five-Year Plan period, with construction and development of the renovation supporting system, the position of modern technology renovation subject can be enhanced as a whole and the conditions for R&D and renovation climate of enterprises be improved remarkably, so that a number of enterprises can come out with independent IP and brand marks, and strong competitiveness on the international market.  

In its overall planning for the future the Plan requires that construction should be accelerated in respect of supporting facilities for scientific and technological development in the CAS plan for the intellectual renovation project, "211 project" of schools of higher learning, "985 project", etc. and increase its capacity of guarantee, support and management, so that a friendly environment and good condition can be created for the increase of the capabilities of the CAS and these schools in scientific and technological renovation. Under the principle of "demand orientation and resource sharing" and on the basis of integrating departmental and local resources of science and technology and streamlining the management system, prominence should be given to the features of public benefit, foundation and publicity, and a public service system be built up that is trans-regional, trans-science, multi-level, distribution-rational and complete, and that aims at such important issues as natural resource preservation, efficient use, intellectual property protection, sci-tech info sharing and generalization of sciences and technologies. All this will in turn promote renovating activities and increase the quality of the whole nation in respect of science and technology.
