A few days ago, it was learned from the "work conference of trial innovative enterprises" jointly held by the Ministry of Science and Technology, the State-owned Assets Supervision and Administration and All-China Federation of Trade Unions that the first lot of 103 on trial pay attention to renovation of their structural system, continuously improve their incentive mechanism with innovative elements to participate distribution, attach greater importance to the creation, protection and utilization of intellectual property, actively build up an innovative culture so that they have become more competitive and hold a large market share.

Among the first lot of innovative enterprises on trial the majority are in the leading position. Among them large enterprises account for about 60%, the total assets of those on trial make up 14% of those of industrial enterprises in the country, and the aggregate of taxes they paid nearly represents one-tenth of total tax revenue nationwide. It is learned that the innovative enterprises on trial have made headway mainly in five aspects: first, they take renovation as their fundamental strategy; second, they have further increased more input in their R&D.  Statistics show that 46% of them have their input exceed 6% of their sales income in R&D; third, their innovative capacity has further enhanced, and all of them have set up an R&D organ to lure and gather a group of talented innovative people; fourth, enterprises on trial are playing an increasingly important part in solving the issue of key technology that is commonly faced in their development, and some of them already with the necessary conditions have set up renovation bases with state-level key labs and engineering centers; and fifth, these enterprises attend to structural renovation, continuous improvement of their incentive mechanism with innovative elements to participate distribution, and still more to creation, protection and utilization of intellectual property. They actively build up an innovative culture of enterprise.

Local tests as important part of the trial of innovative enterprises have also reported remarkable progress. At present, in China there are 22 provinces (regions and municipalities) that have launched the experiment, and some 1,000 in various localities are determined as those on trial. Sichuan province takes the trial as a basic project to build it into an innovative province. Beijing has selected one hundred enterprises to try out in light of the second time of business launching in its Zhongguancun sci-tech park. Inner Mongooian Autonomous Region has designed a sketch of growth for its innovative enterprises. Jiangsu Province encourages those enterprises on trial to increase input in their R&D by means of subsequent subsidy, and Gansu Province has set up a special fund to support enterprises on trial to enhance their renovating capacity.

The above-mentioned three government agencies have agreed that within three to five years the number of enterprises for experiment should increase to 500 or more and further support be given to various localities in launching the test of innovative enterprises. At the same time, they will conduct evaluation of innovative enterprises, play the guiding and incentive role in this respect and explore development models for different types of innovative businesses.
