IP Protection Office Plans for the Publicity on IP Protection in 2007

At the national work conference held in Ningbo on February 6 in respect of IP protection system and IP service center, the leader of the State IP Protection Office announced its plan for the work of IP protection and IP service center.

The publicity of IP protection in 2007 requires that we should aim at the strategy of building an innovation-oriented country and a harmonious society, meticulously organize and coordinate our work with priority to publicity, and try to upgrade the publicity level of IP protection. With the "IP protection net project" as platform and the "12312" hot line for IP service, publicity work should be done in a dimensional and multi-angle way in regard to China's IP protection laws, regulations, policies and achievements, and, at the same time, the IP service center's influence at home and abroad should be expanded overall so as to bring about a sound climate for IP protection.

First of all, in accordance with the Implementing Plan for Publicity on IP Protection Net Project, publicity work should be done in a deep-going way. Last year, the National Rectification and Regulation Office printed and issued the Implementing Plan for Publicity on IP Protection Net Project, which sets forth specific requirements for 50 IP service centers in respect of their work principle, arrangement, guarantee and demand. All localities should carry out various tasks as required by the Plan. In 2007 publicity should be further strengthened by the IP service centers, particularly via hotline "12312" call, make that hotline number widely known to the public in various localities.

Secondly, the train of thought on publicity should be renovated and smooth media be opened up so as to make full use of various means of media to build up publicity momentum. Visual forms should be adopted to mobilize forces of all ranks of society to participate in the IP publicity. Special attention should be paid to closer communication with the press in order to bring its powerful role of vast coverage into play. In all, diverse press means and channels should be used to launch a publicity campaign in a multi-angle, stereoscopic and all-dimensional manner. 

Thirdly, priority should be grasped and publicity be strengthened on outsourcing service bases, development zones, hi-tech zones and exhibitions. Outsourcing service bases, development zones, hi-tech zones and exhibitions are IP intensive areas where issues of IP infringement are most likely to arise. All IP service centers should this year shift their work priority onto these areas, and their publicity should meet the needs of such priority and keep in line with their respective characteristics.

Fourthly, more input should be given and greater support be obtained from various departments for a creative publicity campaign. Publicity is something like advertisement which needs input of funds and manpower to yield a good result. Rectification and regulation offices (IP protection offices) at various places should strive for support from member units of their local leading group and social associations. They should conduct publicity creatively in light of the conditions of local provinces and cities, but should be industrious without extravagant and wasteful.

Fifthly, the image of publicity should be unified, necessary data information be collected and a good basic work be done. To this end, three things should be done well. First, publicity recourses should be integrated, unifying the mark or logo is most important of all, only unifying the image of publicity can its efficiency be brought to the maximum. In other words, IP publicity should be taken as a brand. Second, a good job should be done in data collection and statistics, and various information be duly sorted and filed. Third, mutual communication and reference should be made among all service centers. The State IP Protection Office has a plan to hold at a suitable time a publicity work conference or on-site exchange meeting, at which well-performing localities will be invited to introduce their advanced experience.
