1. E-Filing
SIPO formally received the first electronic application on March 12, 2004. By December 31, 2005, 813 identity verifications for e-filing had been registered. Among the 6,775 e-applications received, 1,313 were for invention, 1,842 for utility model and 3,620 for design. An additional 1,225 documents for the process of prosecution were received. The applications received had been rolled into the examination procedures of invention, utility model and design through the sub-system of classification.
2. Data Processing
The coded data conversion of the Chinese patent descriptions is under way.
The data in the Chinese and western medicine databases was updated. The amount of data in the Chinese medicine database after the update was 24,566 with a 1,510 increase. Respective numbers for the western medicine database were 18,000 and 5,000.
The data processing for design graphics is also under way.
3. Standard-Setting
The Office's standard-setting is initiated by compiling the Collection of Industry Standard for Intellectual Property of the People's Republic of China (First Column) and the Format Standard for Electronic Data Exchange, Storage and Recordation. Relevant standards of the WIPO were substantially taken into account during the process.
4. Management of SIPO's Official Web Site
SIPO has established an English Web Site, at which patent documents could be searched. Log on at www.sipo.gov.cn and click English. The available search entries are TITLE, ABSTRACT, APPLICATION NUMBER, INVETNIOR (S) NAME, IPC, APPLICANT (S) NAME.
All the searchable data is updated quarterly.
The site also provides the legal status information of all the Chinese patents in Chinese. Users may search by patent number and the dates of legal status.
5. Information Service for the Public
The Office currently offers four types of services to the public free of charge, telephone hotline, online helpdesk, correspondence and on-site consultation.
In addition, the Office is creating a client service center, equipped with the advanced CTI technology. The center, expected to be available to the public in mid-2006, would provide more timing, sophisticated, comprehensive and friendly service to the public.
6. Patent Information Products
6.1 Chinese Patent Gazette (Paper)
The weekly Chinese Patent Gazette is the SIPO's only official publication for notices of patent receipt, examination and grant. The Gazette is divided into three columns, Invention Patent Gazette, Utility Model Patent Gazette and Design Patent Gazette.
6.2 Chinese Patent CD-ROMs
★ Full-Text Chinese Patent Descriptions Optical Disk
Collect the full-text descriptions of all invention and utility model patents since 1985. Published in 15 countries and regions in the world. The most comprehensive and accurate patent text and image database. DVD format available since 2003.
★ Chinese Patent Database Abstract Optical Disk
Collect nearly two million pieces of all patent information (including invention patent, utility model and design) since September 1985. Each piece of information includes bibliographic data, such as inventor, date of publication, abstract, priority, legal status. DVD format available since 2003.
★ Chinese Patent Database Abstract (English Version) Optical Disk
Collect all patent information since September 1985. All in English. Each piece of information includes bibliographic. Invention patents that are not international applications include English abstracts.
★ Chinese Patent Gazette Optical Disk
Offer all text and image information of each issue of patent gazette. Images of design patents are electronized. DVD format available since 2004.
★ Design Optical Disk
Custom-made e-publication for design. Collect scanned images of all designs since 1985. Show drawings, black and white, and color images of designs. Prime tool to search design patents
★ Classification of Patent Descriptions Optical Disk
May produce Chinese and foreign patents CD-ROM upon the user's request on patents classified by class number, application number and key word
★ Decisions of the Patent Reexamination Board Optical Disk
Collect cases and decisions of reexamination and invalidation. The Most valuable reference for patent owners and agents in handling patent disputes and enforcing patent rights.
