We must set the task of building an innovative type country as an important strategy in face of the future, aim at the frontier of world science and technology development, identify the strategic goal of independent innovation and accelerate the building of the country's innovative mechanism.  We shall encourage the spirit of independent innovation, improve independent innovation mechanism.
