1. National Patent Conference

January 13 to 15, the National Patent Conference was held in Jingxi Hotel in Beijing. Heads of local IP offices, leaders in charge of patent affairs in relevant ministries and provincial people's governments, representatives from award-winning patent organizations, IP offices, individuals and China Patent Gold Medal winners attended. State Council Vice Premier Wu Yi attended the opening ceremony and delivered a keynote speech. She asked the IP staff to continue learning Deng Xiaoping theory, Three Represents and the spirits of the Sixteenth NPC and its Third Plenary Session. Under the guidance of the CPC Central Committee with Comrade Hu Jintao as Secretary General, the staff should continue exploring and make IP work more conducive to building a prosperous society. Mr. Lu Yongxiang, Vice Chairman of the NPC Standing Committee,attended the closing ceremony, awarded the winners and delivered an important speech. During the conference, Commissioner Wang Jingchuan made a working report titled implement three represents thoroughly, execute intellectual property strategy and strive for building a prosperous society.

2. Vice Chairman Lu Yongxiang led the Education, Science, Culture and Health Committee of the NPC to visit the Office

August 30, Vice Chairman Lu Yongxiang led several members of the Education, Science, Culture and Health Committee of the NPC to a field trip in the Office. He pointed out it was necessary to intensify IP protection, create an atmosphere in respecting and protecting IP, facilitating companies and entities to be more capable of using the IP system to take part in market competition, in particular international competition.

3. Press Conference on Intellectual Property Protection in China

April 13, the Office in cooperation with the State Council Information Office held the press conference on Intellectual Property Protection in China. Commissioner Wang Jingchuan reported the situation of IP protection in China and answered questions from Chinese and foreign reporters along with Mr. An Qinghu, Director General of the Trademark Office (TMO), State Administration for Industry and Commerce (SAIC) and Mr. Wang Ziqiang, Spokesperson of the National Copyright Administration of China (NCAC).

4. IP Protection Publicity Week

April 19 to 26, the Office along with several central governmental agencies, held an IP protection publicity week with the theme, respect IP and maintain market order. Several activities were held during the week, China High-Level Workshop on Intellectual Property Rights and Economic Development, Second Female Inventors Contest and College Students? Dialogue on IP.

April 24 2004, the awarding ceremony for the Second Female Inventors Contest in the New Century, jointly organized by the Office, National Women's Union and the China Invention Association, was held at the Great People's Hall.  NPC Standing Committee Vice Chair and the Union's Chair Gu Xiulian, Commissioner Wang Jingchuan and Vice President of the Association Nie Li are with the winners.

5. Important Events

Domestic:

1 . January 6, at the National Conference on Trade Facilitation through Science and Technology, State Council Vice Premier Wu Yi demanded the SIPO should be included into the Mechanism on Trade Facilitation through Science and Technology. March 10, the Office formally joined the mechanism.

2 . February 23, the Office held the national IP publicity workshop in Tianjin. Commissioner Wang Jingchuan attended and delivered an important speech.

3 . March 12, the Office held the launching ceremony of the patent application electronic filing system. With Deputy Commissioner Tian Lipu's click at the ceremony, the first electronic patent application was received successfully.

4 . March 19, the Office, jointly with the Education, Science, Culture and Health Committee, Legal Affairs Committee of the NPC and the Legislative Affairs Office of the State Council held the a meeting in celebrating the 20th anniversary of the promulgation of the patent law of the People's Republic of China. On the same day, during the second session of the contact points for the inter-agency conference on the protection of biological variety resources, the Office provided advice on IP protection of such resources.

5 . March 22, the Office's tele-interview system was launched. The system enabled the Office to provide faster and more accurate service for patent applicants and the public.

6 . April 9, the China International High-Tech Trade Fair included the Office as a host organization.

7 . April 12, the Chinese chapter of the International Association for the Protection of Intellectual Property (AIPPI) held a high-level seminar on companies?IP development strategy in Yunnan. Deputy Commissioner and Vice President of AIPPI China Tian Lipu delivered the opening remarks.

8 . April 13 to 15, the Office held a workshop for patent pilot enterprises and entities in Urumuqi, Xinjiang. The representatives form the first and second group of pilot organizations as well as heads of provincial and municipal IP offices and relevant ministries totaling 190 people attended.

9 . April 16, publication upon demand mechanism of the Intellectual Publication House was launched. The mechanism explored a new way of book publication.

10 . May 17, the Office and Qingdao government co-organized the Second China International Patent and Well-Known Brands Expo in Qingdao. Deputy Commissioner Xing Shengcai delivered the opening remarks.

11 . May 21 to 26, the Office, six other central government agencies and Beijing government held the Seventh China Beijing International Science and Technology Industrial Expo.

12 . May 25, the Office organized a IP strategy seminar in Shanghai with the attendance of 60 national IP office heads.

13 . May, the Office established a regular meeting mechanism for the protection of pharmaceuticals with the State Food and Drug Administration.

14 . August 4, the State Council issued a notice, naming He Hua as a deputy commissioner of SIPO.

15 . August 16, the Office and the State Defense Science and Technology Industry Commission jointly issued Overall Plan for the Promotion of IP in the State Defense Science and Technology Industry. On the same day, the ceremony for the assistance to Tibet by the national IP office system was held in Lhasa. Deputy Commissioner Tian Lipu attended and delivered a speech.

16 . August 18 to 20, the Office and the Ministry of Foreign Affairs jointly held a seminar on foreign-related IP cases jurisdiction. Relevant IP agencies of the State Council and academic institutes attended.

17 . August 27, the Sate Council held the tele-conference on special operations of IP protection. State Council Vice Premier Wu Yi attended and delivered an important speech. She demanded the team to fight a good battle of protecting IPR. As a member of the State Lead Group, Deputy Commissioner Wang Jingchuan attended.

18 . September 3, the Education, Science, Culture and Health Committee of the NPC held the 12th Plenary Session of the Members listened to the Office's reporting.

19 . September 6, the State Council Information Office held a press conference on special operations of IPR protection. Deputy Commissioner Zhang Qin attended and answered questions from reporters.

20 . September 7, State Council Vice Premier Wu Yi hosted a workshop on IP for foreign investors in Xiamen, Fujian. Commissioner Wang Jingchuan and heads of State Lead Group, and over 200 participants from 86 foreign companies attended.

21 . September 10 to 12, the Office held the National Patent Administration Information Conference in Xining, Qinghai. Around 80 representatives from local patent administrations and the Office attended.

22 . September 13, State Council Premier Wen Jiabao, Central Military Committee Chair Jiang Zemin signed No. 418 Order of the State Council and Central Military Committee, Defense Patent Regulation. It would be in effect from November 1 2004.

23 . October 12, the China International High-Tech Trade Fair hosted by the Office and other organizations was held in Shenzhen. IP protection was one of the shining points of the fair. State Council Vice Premier Wu Yi announced the opening of the ceremony. Deputy Commissioners Tian Lipu and Zhang Qin attended the opening ceremony and China high-level dialogue on IP respectively.

24 . October 16 to 17, the Office successfully organized 2004 National Patent Agent Qualification Exam.

25 . November 2, the Office and Wuhan government jointly held the Fourth Wuhan —— China Light Valley IP Protection Forum. Deputy Commissioner Xing Shengcai attended the forum and spoke.

26 . November 15, the International Symposium on IP Strategy and Enterprise Competitiveness was held in Chongqing. Deputy Commissioner Zhang Qin attended and delivered a keynote speech.

27 . November 15 to 18, the Office held the first meeting of the national IP system in Weihai, Shandong, on designing government web sites. Deputy Commissioner Li Yuguang attended and spoke.

28 . November, Deputy Commissioners Tian Lipu and Xing Shengcai attended the investigation of enforcement by the NPC.

29 . December 9, the Office held the National Patent Administrative Enforcement Policy Seminar in Zhengzhou, Henan. Deputy Commissioner Tian Lipu attended the meeting and spoke.

30 . December 29, the Office's academic committee was formally established with Commissioner Wang Jingchuan as Chair, Deputy Commissioner Tian Lipu as Executive Vice Chair, and He Hua, Yin Xintian and Li Zheng as Vice Chairs. The academic committee is an institute organizing and coordinating academic activities in the Office. It would serve the Office's all-around capabilities of patent examination.

31 . In 2004, the commissioners of the Office led respective missions to over 20 provinces to publicize IP. In 2004, the Office established patent receiving branches in Hangzhou, Guiyang and Fuzhou. By the end of 2004, the Office established 20 such branches.

International:

1 . February 9, Director Genera Ms. Liew Woon Yin of the Intellectual Property Office of Singapore (IPOS) visited the Office and had a formal bilateral meeting with Commissioner Wang Jingchuan and Deputy Commissioner Tian Lipu. The two sides signed a memo on the cooperative framework and a memo on the cooperation between the China Intellectual Property Training Center and Singapore Training Institute, establishing a favorable foundation for further cooperation.

2 . March 2, Commissioner Wang Jingchuan and Deputy Commissioner Li Yuguang held a high-level bilateral talk with the visiting Mr. Jon Dudas, Acting Director of the USPTO.

3 . April 19, Mr. Geoffrey Yu, Deputy Director General of the World Intellectual Property Organization (WIPO) visited the Office and met Commissioner Wang Jingchuan and Deputy Commissioner Li Yuguang.

4 . May 17, the Office and John Marshall Law School of the United States held a ceremony for the 10 year anniversary of academic cooperation.

5 . May 22 to 29, a team of three led by Mr. Mzondi Chirambo, Director General of the African Regional Industrial Property Organization (ARIPO) visited the Office.

6 . May 24 to 25, the Office and the WIPO jointly held WIPO National Seminar on Education and Intellectual Property in the China Intellectual Property Training Center.

7 . June 8, Commissioner Wang Jingchuan in representing the Chinese government and Mr. Antonio Marzano, Minister for Productive Activities of Italy signed the Agreement of Cooperation on Intellectual Property between the Government of the People's Republic of China and the Government of the Republic of Italy.

8 . June 9 to 18, invited by the French National Institute of Industrial Property and Italian Ministry of Productive Activities, Commissioner Wang Jingchuan visited France and Italy.

9 . October 6 to 12, Commissioner Wang Jingchuan, Deputy Commissioner Li Yuguang visited the European Patent Office and DG Internal Market, EU.

10 . December 2 to 7, Commissioner Wang Jingchuan visited Australia and New Zealand, where CN-AU and CN-NZ bilateral talks, and CN-AU-NZ trilateral talk were held.
