Domestic:

July 15, SIPO's central group of the Party Group organizes a meeting to study and implement the Theory of "Three Represents".

1. From 21 to 23 January, the Office held a meeting to set up the general targets and missions for the year of 2003, last three years of "Tenth Five Years' Plan" and even the year of 2010 according to the requirement of the "Three Represents" Theory and the general strategy for the development of the Chinese IP system.

2. In February, Commissioner Wang Jingchuan and Deputy Commissioner Wu Boming were elected as the Members of the Tenth Committee of the CPPCC.

3. On 26 February, the Second Joint Meeting of the Leading Group of Yangling Agricultural New and High-tech Industry Model Zone was held in Beijing. Commissioner Wang Jingchuan and Mr. Zhu Jingzhi, Vice Governor of Shaanxi Province attended the meeting and made speeches, while the meeting was moderated by Deputy Commissioner Xing Shengcai.

4. On 28 February, the Website of www.sipo.gov.cn was awarded as one of the "Models of Government Websites" for or providing service for the public by the Ministry of Information Industry and State Commission of Economy and Trade.

5. In March, At the first Plenary Meeting of the Tenth National People's Congress, former Commissioner Madam Jiang Ying was elected Member of the Standing Committee of the National People's Congress and Member of the Legal Committee. Commissioner Wang raised a proposal for accelerating the IP Legal System Construction with Chinese Features at the first Meeting of the Tenth Committee of the CPPCC, and 33 members of the CPPCC signed it.

6. On 7 March, cosigned by the State Council, Commissioner Wang on behalf of the State Council listened to the opinions of the Beijing Representative Group at the first Meeting of the 10th NPC and answered inquiries.

7. On 13 March, the National Market Order Regulation Leading Group added the SIPO as its member units and designated Commissioner Wang as the Member of the Leading Group.

8. On 21 March, the State Council printed and circulated the Notice of the Organization of the State Council, on which the SIPO was one of the 18 agencies directly under the leadership of the State Council.

9. On 25 March, the SIPO circulated the Notice of 2003 Working Plan of the SIPO to ask each department to fully implement it.

10. On 28 March, the Conference on Patent Statistics and Index Research in Enterprises co-organized by the SIPO and the National Statistics Bureau was held in Deyang, Sichuan, which Deputy Commissioner Yang Zhengwu attended.

11. On 21 March, the CPPCC printed and circulated the Name List of the Specific Committees of the 10th CPPCC, on which Commissioner Wang was the Member of the Committee of Education, Science, Culture, Health and Sports, while Deputy Commissioner Wu Boming was the Member of the Committee of Social and Legal System.

12. On 7 April, the National Statistics Bureau awarded 28 units for their outstanding work in statistics, of which the SIPO was the one.

13. On 23 April, Commissioner Wang hosted a party group meeting to listened to the report of the SARS Prevention Leading Group.

14. On 6 May, all leaders of the SIPO sent a letter to those under medical watch expressing their warm regards and calling for a united war against SARS.

15. On 13 May, Commissioner Wang hosted a meeting to arrange the work of next phase in the spirit of "One Hand on Preventing SARS, the Other on Economic Development" issued by the State Council Standing Meeting onmay 7.Members of the party group, Commissioners, Secretary Generals and Chief of Staff attended the meeting.

16. On 22 May, Commissioner Wang hosted a meeting to study the speech of Premier Wen Jiabao at the Second Plenary Session of the State Council. On the same day, the website of www.biodiv-ip.gov.cn for China Biodversity IPR Information was launched and Commissioner Wang made an opening address.

17. On 30 May, the State Council printed and circulated the Notice of Designation of Deputy Commissioner Zhang Qin, designating Zhang Qin as Deputy Commissioner of the SIPO following its May 28 decision.

18. On 27 June, the Communist Party Group of the SIPO hosted a meeting to promote the study of the "Theory of Three Representatives" in the SIPO.

20. On 16 July, the National SARS Prevention Group within the Ministry of Science and Technology sent a thanks letter to the SIPO for its great support on scientific research on preventing SARS.

21. On 3 September, the China International Fair of Patented Technologies and Products co-organized by the SIPO, the Government of Liaoning Province, and China Committee of Promoting International Trade, was held in Dalian.

22. On 12 September, the 2003 International Forum on Standard and Patent co-organized by the SIPO and other organizations was held in Beijing. Commissioner Wang Jingchuan, Deputy Commissioner Zhang Qin, Mr. Lu Hao, Vice Mayor of Beijing Municipality, and Mr. Shi Baoquan, Vice Chairman of the National Administration Committee onStandardization, attended the Forum.

23. On 15 September, the selection work of the Eighth China Patent Awards started. Deputy Commissioner Tian Lipu hosted the meeting to review and select those awards.

24. On 22 September, the China New and High-tech Patented Products Exhibition co-organized by the SIPO, China Engineering Institute and the Government of Shandong Province, was held in Qufu, Shangdong province. Deputy Commissioner Xing Shengcai, Mr. Wang Junmin, Vice Governor of Shandong Province, Mr. Shen Guofang, Vice President of China Engineering Institute, and Mr. Lu Dahan, Vice Secretary General of the Ministry of Science and Technology, attended the opening ceremony of the Exhibition.

25. On 25 September, the State Council circulated the Notice of the Relief of Deputy Commissioner Wu Boming and the Appointment of Deputy Commissioner Li Yuguang. According to the decision of the State Council on 16 September, Mr. Li Yuguang was appointed as Deputy Commissioner of the SIPO, while Mr. Wu Boming was relieved from the position of Deputy Commissioner of the SIPO.

26. On 15 October, the Office organized a conference of staff. Commissioner Wang demonstrated the spirirts of the Third Plenary Session of the 16th CPC Congress.

27. On 26 October, the Fourteenth China Invention Exhibition co-organized by the SIPO, Ministry of Science and Technology, Chinese National Workers Unit, Chinese Invention Association and the Government of Xiamen Municipality, was held in Xiamen.

28. On 27 October, the National IP System Model Zone of Zhongguancun co-established by the SIPO and Beijing Municipality was launched. Deputy Commissioner Zhang Qin and Vice Mayor of Beijing Municipality Fan Boyuan attended the ceremony.

29. On 2 November, the Third Wuhan China Light Valley Intellectual Property Protection Forum co-organized by the SIPO and Wuhan Municipality was held in Wuhan. Deputy Commissioner Xing Shengcai and Vice Mayor of Wuhan Municipality Yuan Shanla attended the opening ceremony of the forum.

30. On 5 November, the Tenth China Agricultural New and High Technologies Fair was organized in Yangling, Shaanxi province.

31. On 8 November, the China Petro-chemical Patent Information Center and its website co-established by the SIPO and the China Petroleum and Natural Gas Group was launched in Lanzhou.

32. On 21 November, the 2003 China Zhejiang Online Market of Technology Transfer Week co-organized by the SIPO, the Ministry of Science and Technology, and the Government of Zhejiang Province was launched in Hangzhou.

33. On 27 November, the SIPO organized the National Intellectual Property Developing Strategy Forum in Nanjing. Deputy Commissioner Zhang Qin and Vice Governor of Jiangsu Province Zhang Taolin attended the opening ceremony and made addresses.

During the SARS outbreak, Commissioner Wang Jingchuan and Deputy Commissioner Yang Zhengwu, on behalf of the Party Group, Party Committee and the staff, pay a visit to the SIPO staff whose relatives are in the war against SARS and thank them for their tremendous efforts in fighting SARS.

Foreign:

In April, the WIPO decided the topic of the World Intellectual Property Day as "Intellectual Property Links us". Dr. Idris, Director General of the WIPO delivered an address at the WIPO website.

From 7 to 15 July, the Chinese delegation attended the Fifth WIPO Inter-governmental Committee on Genetic Resources, Traditional Knowledge and Folklore.

From 25 to 29 August, Deputy Commissioner Tian Lipu attended the WIPO Asian and Pacific Heads of IP Offices Conference in Colombo, Sri Lanka.

From 22 September to 1 October, Commissioner Wang Jingchuan led the Chinese delegation to attend the 39th Series of the Meetings of the WIPO.

From 9 to 23 October, Deputy Commissioner Zhang Qin led a delegation to visit Egypt and South Africa, which was the first official visit to African countries by SIPO staff.

From 23 to 24 October, under the framework of EU-China IP Cooperation Program, the SIPO and the EPO co-organized the Patnership in the Protection of Intellectual Property, China and Europe, Past, Present and Future International Symposium in Beijing.

From 13 to 15 November, the SIPO successfully organized the 9th Commissioners Meeting between the SIPO and the KIPO, the Third Policy Dialogue Meeting among Commissioners of the SIPO, the JPO and the KIPO, and the 10th Commissioners Meeting between the SIPO and the JPO in Beijing.
