The path of reform and opening-up in Heilongjiang is not a smooth one over the past 40 years. Heilongjiang is the birthplace of China’s first helicopter, first 10,000-ton hydraulic press and first 60kw direct air cooling turbine. Besides, it enjoys the largest mineral reserves and agricultural acreage in China. Its spirits of building the Daqing Oilfield and turning the “Great Northern Wildness” into the “Northern Granary” were once promoted nationwide. Nevertheless, a big ship turns slow. The throe of reform was particularly prominent in Heilongjiang. With backward growth, transformation and upgrading in economic structure is extremely urgent. How could the once enviable economically big province during the period of planned economy catch up with the times and revitalize itself?
General Secretary Xi Jinping once pointed out in his investigation in Heilongjiang on May 25 of 2016 that the innovation-driven development strategy required a market-oriented technological innovation system that takes enterprises as the main players and integrates industry, education and research. In addition, the government should establish platforms, create a favorable environment, provide relevant policy supports and protect intellectual property rights.
The key to overcome such situation is “innovation”. Economic pattern transformation, structural adjustment and construction of a new system of modern industry should all be led by innovation. To base revitalization and development on innovation, full play needs be given to role of intellectual property in promoting and supporting innovation.
Based on the current situation, Heilongjiang established a full-chain system integrating intellectual property creation, application, protection, management and service. Centered on the strategy of “one main line”, implementing “four major projects”, improving “five abilities” and creating “one atmosphere”, Heilongjiang is working hard to enhance its intellectual property work.
Unswervingly put intellectual property work in the overall development plan; unswervingly promote intellectual property into the main battlefield of economic construction and give play to the basic safeguard function of intellectual property system in simulating innovation; unswervingly maintain the development concept of reform and innovation and proactively build systems and mechanisms in favor of work development; unswervingly focus on the demands of enterprises and public institutions to allow patentees to have more “sense of gain”. It is thanks to these four unswerving actions that intellectual property could develop soundly out of the fertile soil of Heilongjiang.
“A thousand sails pass by the wrecked ship; ten thousand saplings shoot up beyond the withered tree.” The constantly deepened reform and opening-up makes us believe that Heilongjiang will achieve more and more in its innovative development supported by intellectual property.
